The U.S. International Trade Commission (USITC) has deemed a global safeguard investigation petition regarding imports of quartz surface products as properly filed. The petition was submitted by the Quartz Manufacturing Alliance of America (QMAA) on Sept. 15 of this year.
Officially deemed Quartz Surface Products Global Safeguard Investigation, Inv. No. TA-201-79, the QMAA submitted supplemental information on both Sept. 23 and Nov. 17, 2025, and the Commission issued a ruling it was properly filed on the latter date.
The Commission further a notice of investigation in the Federal Register on Dec. 1 stating that it will undertake an investigation to determine whether quartz surface products are being imported into the United States in such increased quantities as to be a substantial cause of serious injury, or the threat thereof, to the domestic industry producing an article like or directly competitive with the imported article.
The notice of investigation, which can be read HERE states that the Commission will hold a hold a hearing on serious injury on February 24, 2026.
It also determined that the investigation is “extraordinarily complicated,” and so will make its serious injury determination by April 1, 2026. In the event the Commission makes an affirmative serious injury determination or is equally divided on the question of injury in this investigation, it will hold a hearing on the question of remedy on April 14, 2026.
The Commission will submit to President Trump the report as required within 180 days after the date on which the petition was filed, which is by May 18, 2026.
